Lutte contre les shillings Ougandais sur le sol congolais, un combat sans rigueur et sans impact (Tribune de Fred MASTAKI)
« Une monnaie de la rébellion vers une apogée »
Vers 97, les shillings ougandais envahirent, le territoire de Beni plus précisément dans le secteur de Ruwenzori pendant la guerre de l’ADFDL dirigée par Laurent Désiré KABILA, qui a sollicité l’appui des forces armées ougandaises (UPDF) pour mettre en déroute le pouvoir dictatorial de Mobutu Seseko kukungwendu Wazabanga qui régnant 32 au pouvoir du Zaïre. C’est le début de l’apogée, de la monnaie dite shillings de l’Ouganda écrasa petit à petit la monnaie nationale.
Les groupements MALAMBO et BASONGORA, le village NOBILI (chefferie des WATALINGA) voisin de l’ougandais en territoire de Beni et BUNAGANA en territoire de RUTSHURU au Nord-Kivu et MAHAGI en Ituri (Ex-province orientale), ont reçu en bras ouverts les shillings et qui ont donné des couloirs d’écraser les francs congolais sur son propre sol.
Cette rébellion économique ; va écarter la monnaie nationale dans le circuit économique de ces villages qui ont accueilli les UPDF, qui se sont tapé des putes ; des bouteilles et ont utilisés leurs monnaie dans les leurs transactions dans les KALIMANGA (petit marché), le poste frontalier de KASINDI va constituer un grand centre ou les changes de cette monnaie s’effectuent comme une locale.
« Une lutte inoffensive »
Les volontés se tracent pour lutter contre l’expansion des shillings ougandais, depuis les successions aux trônes des gouverneurs à la tête de la province du Nord-Kivu, mais une lutte qui n’a pas associé les communautés locales et les faibles stratégies employées.
14 ans(2010) après, le nouveau ministre de l’industrie de la RDC (sous Tshisekedi Felix) Ex gouverneur de la province du Nord-Kivu de 2007-2018, Julien KAGHONGYA va par arrêté ; interdire la circulation de cette monnaie sur le sol congolais plus précisément au Nord-Kivu mais le combat était inoffensif. L’ex province orientale se désintéresse de cette lutte pourtant noble et qui relève du patriotisme et qui favorise l’expansion.
Un combat Inoffensif ?
Oui ; c’est une volonté locale qui n’implique pas les hautes hiérarchies du pays. L’absence des banques aux postes frontaliers pour faciliter les transactions dans ces parties du territoire national.
De MAHAGI à BUNAGANA,
il n’y a pas des stocks pour fournir aux congolais leur monnaie c’est qui occasionne cette inflation des shillings Ougandais; un facteur majeur dans la lutte mais oublié par les décideurs du pays et qui rend en néant les courages et les implications des différents services de l’Etat qui s’y sont impliqués pour endiguer ce phénomène Shillings GATE. Malgré cette volonté locale, elle ne bénéficie pas de la bénédiction des services de l’ordre qui devrait accompagner la lutte. Il n’y a que des grosses coupures des francs congolais qui sont plus sur les marchés locaux au détriment des petites qui devraient facilitées la lutte contre les shillings Ougandais.
Autres facteurs, c’est l’instabilité de la monnaie de la RDC, qui pousse à une préférence étrangère qui, elle, reste stable dans ces opérations.
‘’Un déclin bien envisagé peut emporter un Ouf’’
L’assainissement du secteur économique et les volontés de tout bord sont prioritaires pour mettre fin à la circulation des shillings ougandais sur le sol congolais.
La politique un élément clé
La volonté populaire est là pour éradiquer ces shillings ougandais sur le sol congolais, mais l’inefficacité et/ou l’implication des autorités nationales n’est pas sentie sur l’échelle.
Vouloir éradiquer, la monnaie étrangère sur le sol congolais, il faut plus des vouloirs de KINSHASA et non seulement des chefs des villages et/ou communes.
Les shillings Ougandais peuvent être éradiqué non seulement par les éléments de l’ordre, les services locaux de l’Etat mais également par l’implication de la banque nationale du Congo dite BCC (Banque centrale du Congo) qui devrait par son entremise valoriser la monnaie qu’elle met à la disposition de la population en dotant notamment les postes frontaliers des succursales où ils devront chaque fois s’approvisionner en francs congolais.
Cet aspect intéresse moins et la classe politique locale et celle nationale qui laissent le combat aux locaux et malheureusement sans pouvoir ; les députés nationaux ont un rôle important pour endiguer ce virus dans la sphère économique de la RDC. Il suffit de remettre au perchoir de l’assemblée nationale cette question pour une efficacité de la lutte contre ce phénomène.
