État de siège : Entre endettement et administration militaire, les députés provinciaux en chômage dans la tourmente (Editorial)
C’est depuis le 6 mai 2021, que le chef de l’état Félix Antoine Tshisekedi a décrété par voie d’ordonnance l’état de siège au Nord-Kivu et en Ituri, deux provinces de l’Est de la République démocratique du Congo en proie à d’interminables violences des groupes armés locaux et étrangers.
Aussitôt instauré et ses animateurs désignés, l’État de siège a essuyé des rudes critiques sur notamment l’inefficacité opérationnelle. En dépit des jugements acerbes, l’État de siège s’est vu prorogé pour la cinquième fois consécutive séparément par les deux chambres du parlement. De quoi se mordre la dent du côté des députés provinciaux qui visiblement sont en contradiction avec les Etats régionaux qui n’ont pas manqué de tarir d’éloges à l’endroit des FARDC dont les prouesses sont palpables sur terrain.
Les élus provinciaux mis en retraite circonstancielle ont choisi les médias et les réseaux sociaux pour désapprouver publiquement les démarches des autorités militaires engagées dans la restauration de la sécurité.
Pour ces élus il y a un statuquo sans précédent qui se manifeste par la persistance des barrières illégales ; des tracasseries ainsi que la nocivité des ADF qui ne cessent d’endeuiller des familles à Beni et en Ituri. Pour se faire entendre, ils se sont engagés dans un lobbying de grande envergure multipliant des navettes dans la capitale afin d’obtenir l’annulation de l’État de siège.
Durant deux ans d’exercice au cours de la mandature ils ne se sont jamais montrés aussi critiques avec les autorités civiles avec qui ils ont tissé des relations de protectionnisme en dépit de la défaillance dans la gouvernance décriée à l’exécutif .
Ceci se traduit par l’absence des actes de contrôle parlementaire pour interpeller le gouverneur civil qui a dirigé dans un contexte sécuritaire alarmant qu’aujourd’hui. Deux ans durant les années des prémices de leurs expériences parlementaires les barrières illégales qu’ils fustigent n’ont jamais fait objet de démarche particulière dans le sillage institutionnel .
Ces mêmes députés qui ont survécu au cumul d’arriérés de salaire sous l’autorité civile sans s’en plaindre ; indexent l’administration militaire qui du reste s’acquitte des émoluments à hauteur de 2000 USD le mois de façon ponctuelle et régulière.
Pareil pour la précaire situation sécuritaire de Beni qui est resté volatile plusieurs années avant l’état de siège mais dont ne s’étaient jamais plaint avec insistance. Sur la liste des leurs exigences figure la dotation en toute urgence du matériel de mobilité aux forces de sécurité. Il vous souviendra que les mêmes élus sont pointés du doigt d’avoir induit en erreur le gouverneur civil dans l’achat des jeeps de seconde main qui sont devenues non opérationnelles quelques semaines seulement après avoir été achetées.
Mis à part la dose de légitimité contenue dans leurs démarches ; les députés provinciaux puisent leur manœuvre dans une situation litigieuse dans laquelle la plupart d’entre eux seraient plongés.
Quel est le vrai leitmotiv ?
Certaines indiscrétions proches des députés lésés laissent entendre que plusieurs députés provinciaux auraient contracté des dettes colossales à Afriland Bank et l’échéance tendrait à son terme. Bénéficiaires des alliances politiques qui les procuraient des juteux avantages financiers sous l’autorité civile ; les députés sont en passe de crever face aux endettements
La grande majorité seraient du goût de revoir le gouverneur civil revenir pour recouvrer leurs droits illégaux fondés sur des liens politiques.
A l’horizon 2023 avec les élections qui se profilent c’est le moment de se faire les poches pleines. Mais l’État de siège fait obstacle aux appétits voraces et aux ambitions financées indélicatement par les frais du contribuable.
Loin de la naïveté, le souverain primaire est conscient qu’en deux mois l’État de siège ne saurait endiguer le fléau des groupes armés opérant depuis des décennies à l’Est de la RDC. Ceux qui se livrent à la campagne de diffamation des autorités militaires doivent se repentir et aborder la question dans un sens de soutien et de collaboration.
