Lubero : « Ceux qui veulent promouvoir la Reserve Naturelle de Tayna doivent accompagner la RGT dans sa gestion » (Administrateur Richard Nyembo)
L’Administrateur du territoire de Lubero appelle tous les partenaires nationaux et internationaux à accompagner la Réserve des Gorilles de Tayna (RGT) dans la gestion de la Réserve Naturelle de Tayna (RNT). Richard Nyembo l’a fait savoir dans une réunion de restitution de sa rencontre avec les responsables de l’Institut Congolais pour le Conservation de la Nature (ICCN) faite il y’a quelques semaines à Kinshasa. La réserve naturelle de Tayna se trouve entre les chefferies de Bamate, Batangi et le secteur des Bapere dans le territoire de Lubero, en province du Nord Kivu.
Le 24 Octobre dernier, l’autorité territoriale a restitué les grandes recommandations de cette rencontre aux membres de la communauté riveraine de la Réserve Naturelle de Tayna, aux chefs coutumiers de Batangi, Bamate et Bapere ainsi qu’aux associations locales dont la Réserve des Gorilles de Tayna (RGT), son gestionnaire.
Au cours de cette rencontre de restitution, l’autorité territoriale n’a demandé qu’à toute personne qui veut une relance effective des activités de la Réserve Naturelle de Tayna, de travailler avec la Réserve des Gorilles de Tayna.
« Nous devons converger tous les efforts pour promouvoir la Réserve Naturelle de Tayna. Et nous pensons que la recommandation de l’ICCN est claire la dessus. C’est la gestion concertée au tour de cette Réserve. Et cette gestion passe par l’accompagnement de son gestionnaire qui est l’association Réserve des Gorilles de Tayna (RGT). Je pense que c’est ne pas une question qui doit nous séparer ! Tous ceux qui veulent le développement de Lubero, promouvoir la protection de l’environnement à partir de la Réserve Naturelle de Tayna doivent accompagner la RGT dans sa gestion », fait savoir Richard Nyembo wa Nyembo Mwarabu.
En effet, Depuis 1998, la Réserve des Gorilles de Tayna, gère la Réserve naturelle de Tayna. Mais depuis 2008, les voix se lèvent pour dénoncer la gestion opaque au tour de cette réserve. Plusieurs associations sont à lisse pour obtenir l’autorisation de gestion de cette dernière au remplacement de la RGT.
« La RGT est en faillite. Rien n’est à récupérer. La seule solution c’est procéder par la désignation d’un nouveau gestionnaire à la tête de la Réserve Naturelle de Tayna. Une chose que souhaite même les chefs coutumiers. Vous pouvez me dire, où sont passés tous les projets dont l’université de Tayna, la Radio, le programme des bourses d’études pour les enfants riverains de la Réserve ? Tous ces projets sont déjà détournés par les responsables de la RGT. Il y’a une gestion opaque et caporaliste », dénonce un acteur de la société civile, présent lors de la réunion de restitution.
L’Administrateur du territoire de Lubero, reconnaît également certaines failles de la RGT dans la gestion de la Réserve. Il pense par ailleurs que les plus important, c’est la relance des activités par le même gestionnaire qui son bilan n’est pas 100% négatif.
« Nous savons qu’il y’a certaines choses qui n’ont pas marché dans la gestion de la Réserve par la RGT. D’ailleurs, l’ICCN reconnaît certaines failles. Mais il a demandé à la RGT de faire un audit interne et un rapport détaillé d’activités. De privilégier le dialogue avec tous les chefs coutumiers riverains de la Réserve pour une gestion concertée. Etant représentant de l’Etat congolais dans la région, je dois encourager toute initiative visant le développement. C’est pourquoi, je ne peux pas jeter des discrédits aux chefs coutumiers qui se sont battus à travers la RGT, de ne pas reconnaitre leurs efforts dans la protection de la Réserve Naturelle de Tayna. C’est pourquoi je me suis impliqué personnellement pour que les activités reprennent comme avant. Ce que je demande aux gestionnaires de la RGT de vite répondre aux recommandations de l’ICCN et de travailler avec tout le monde dans la paix et le développement du territoire de Lubero », a-t-il martelé.
Richard Nyembo a également demandé aux gestionnaires de la Réserve des Gorilles de Tayna à réactiver tous les projets d’intérêt communautaire à l’intérieur de la Réserve. C’est notamment l’Université, la Radio et d’autres projets, délocalisés du territoire de Lubero territoire vers la ville de Goma, suite à l’insécurité grandissante dans la zone de Kasugho a fait savoir un des responsables de la RGT.
« Ceux qui combattent la RGT aujourd’hui, sont les enfants encadrés, formés et d’ailleurs qui sont témoins de nos réalisations dans la gestion de la Réserve Naturelle des Tayna. Ils ont travaillé avec nous et aujourd’hui, ils nous combattent. Ils sont animés d’un mauvais esprit. Notre bilan positif est très bien connu de tous ; nous remercions l’administrateur de territoire qui s’implique dans ce conflit et nous réaffirmons notre disponibilité à travailler avec tout le monde et pour l’intérêt communautaire », a réagi un cadre de la RGT.
L’Administrateur du territoire de Lubero a rassuré à la fin de la rencontre de restitution que « l’ICCN se dit être disposé à accompagner toutes les actions d’une gestion concertée pour la Protection des espèces de la Réserve Naturelle de Tayna ainsi qu’accompagner la population locale dans l’octroi des bourses d’études ».
