Goma : il faut passer par « les siens » pour trouver un job
À Goma, dans l’Est de la République démocratique du Congo, les chances pour un jeune de trouver un emploi par la voie classique sont si faibles que l’on préfère passer par « les siens » pour tenter de faire partie des 10 % qui trouvent un travail correspondant à leurs compétences.
« J’ai l’honneur de venir auprès de votre haute personnalité… » Non : « J’ai l’honneur de venir auprès de mon frère, père, cousin, ami, etc., pour solliciter un emploi. »
La célèbre phrase que l’on retrouve dans les lettres de demande d’emploi à Goma, à l’Est de la République démocratique du Congo (RDC), s’est transformée. La raison : très peu de jeunes diplômés trouvent un emploi en postulant, et donc parce qu’ils le méritent. Les critères de sélections sont plus que brouillés dans tous les secteurs, des institutions gouvernementales aux entreprises privées en passant par les organisations non-gouvernementales. « On te connaît dans la boite, on t’engage », voilà la loi qui règne dans le pays.
À Goma, la guerre qui secoue la région depuis une vingtaine d’années a multiplié le nombre d’organisations humanitaires. Donc le secteur est devenu un débouché pour bon nombre de jeunes diplômés à la recherche d’un job. Et l’absence de services étatiques qui pourraient générer de l’emploi justifie le fait que ces jeunes chômeurs passent des journées entières à chercher un emploi dans une ONG.
Une personne venant de nulle part
La plupart des organisations humanitaires, y compris la Monusco (la Mission de l’Organisation des Nations unies en RDC), ont leur bureau le long des avenues du centre-ville de Goma. Chaque matin et chaque soir, on y aperçoit des groupuscules de gens qui arpentent les enclos des organisations, pour lire les valves sur lesquelles se trouvent des communiqués d’offres d’emplois et autres avis affichés publiquement. D’autre part, les chômeurs les plus frais c’est à dire ceux qui viennent fraichement des Universités gardent encore leurs smart Phones et sont pour la plupart membres des groupes WhatsApp qui partagent les offres d’emplois.
Toutou Mobali , 29 ans, est un de ces jeunes qui notent dans leur petit carnet les références des postes, avant d’aller mettre à jour leur dossier par rapport au profil demandé. Toutou est diplômé en Sciences économiques et administratives et il est au chômage depuis quatre ans.
Il ne croit presque plus aux chances des offres d’emplois affichées publiquement : « Bien que vous me trouvez ici devant cette valve, je suppose que celui qui sera sélectionné pour ce poste n’est même pas parmi nous qui sommes ici. Il sera briefé par son mentor et ne sera pas obligé de suivre la procédure d’embauche. » Toutou fonde son argument sur sa propre expérience. Il affirme avoir passé l’étape de l’entretien d’embauche plusieurs fois, avant de voir une personne venant de nulle part se faire sélectionner ; un membre de la famille du sélectionneur, ou un ami d’une personne influente dans l’entreprise ou l’organisation.
Être fraîchement diplômé et avoir cinq à dix ans d’expérience
Les statistiques du ministère de l’emploi révèlent par ailleurs que seul 10% des jeunes trouvent un travail correspondant à leurs capacités et compétences. Le reste travaille en opportuniste ou improvisateur afin de ne pas rester sans rien faire.
La rareté des opportunités est due principalement à la faiblesse du système politique, qui a causé de nombreux problèmes sociaux : la corruption à tous les niveaux, la vie chère, la criminalité, la guerre, etc. Dans tout ceci, les jeunes congolais sont des acteurs non-négligeables, d’autant plus qu’ils constituent plus de la moitié de la population congolaise. Pour éviter le pire, chacun privilégie donc un des siens, méritant ou déméritant, peu importe. « Il suffit d’avoir un frère ou un ami dans la boite pour espérer être embauché », dit Toutou.
« Les diplômes et autres formations, on verra ça après, ou même pas », lance un autre jeune chômeur. Il dénonce le fait que les entreprises exigent aux jeunes fraîchement diplômés de l’université cinq ou dix ans d’expérience professionnelle. Pour lui, c’est une manière de limiter le nombre d’adversaires potentiels à ceux qui sont facilités par leurs connaissances et amitiés.
Le chômage, plus accentuée chez les jeunes filles
En RDC, le chômage reste essentiellement un phénomène urbain touchant en majorité les jeunes de 15-24 ans, avec un taux estimé à 15,85% contre 9,37% pour les adultes, selon une publication du Bureau International du Travail (BIT, 2017). Dans ce contexte, les jeunes femmes demeurent plus affectées par cette situation dramatique du chômage car leur taux de chômage avoisine 20 % alors que celui des jeunes hommes se maintient à 12%. Les jeunes sont plus particulièrement touchés par le chômage dans des proportions avoisinant le double de la moyenne nationale (Herdershee et al., 2012). De la scolarité à leur introduction dans le milieu professionnel, le parcours des jeunes congolaises est entaché des plusieurs embuches tels que : les phénomènes des points sexuellement transmissibles les infligé par certains professeurs et les cas d’agressions sexuelles dont elles sont victimes dans certaines entreprises dirigées par des hommes aux mœurs légères.
Recourir à l’entreprenariat
Franc, aussi chômeur à Goma, travaille dans son propre studio photo depuis qu’il a obtenu sa licence en Gestion des affaires, en 2015. Lui pense que tout dépend des compétences du demandeur d’emploi.
« Quand on n’est pas compétent il ne faut pas chercher à justifier sa non-sélection. Dans aucun pays au monde le gouvernement n’est un grand employeur. Ce sont les initiatives privées qui donnent la majorité d’opportunités d’embauches aux jeunes », affirme-t-il. Il reconnait une dose de légèreté dans les critères de sélection des candidats dans son pays, mais il appelle les jeunes de sa génération à l’entreprenariat car, selon lui, le système actuel ne finira pas de sitôt.
Jusqu’ici, entreprendre en RDC ne fait pas sortir totalement la jeunesse congolaise la tête de l’eau. En parlant du système, Franc recommande aux dirigeants actuels a la promotion de l’entrepreneuriat des jeunes en assouplissant le climat des affaires. Cela passe par l’allégement des taxes et impôts dans un pays qui occupe la 183eme place du rapport doing business de 2020 sur un échantillon de 190 économies. Beaucoup reste à faire sur ce point.
Que propose le gouvernement Congolais ?
Dans l’une de ses toutes dernières sorties médiatiques effectuée au mois de Juin 2121 la ministre Nationale de la formation professionnelle et métiers Antoinette KIPULU a affichée ses grades embussions pour lutter contre le chômage chez les jeunes en proposent entre autre comme pistes de solutions : Le renforcement du cadre institutionnelle et juridique de la formation par l’apprentissage pour absorber le flux important des jeunes déscolarisées. Elle a en outre ajouté la mise en place d’une charte nationale pour la redynamisation et le développement du secteur de la formation professionnelle comme piste de solution pour atténuer le taux de chômage chez les jeunes.
Plusieurs analyses de cette situation du chômage chez les jeunes en RDC pensent qu’elle tire sa base du système d’éducation congolais qui forme beaucoup des théoriciens que des praticiens. Depuis une décennie, il s’observe dans le pays plusieurs reformes dans le secteur de l’enseignement universitaire et professionnelle se basant sur le principe de la « construction d’un système éducatif inclusif et de qualité contribuant efficacement au développement national, à la promotion de la paix et d’une citoyenneté démocratique active ».C est dans la suite de cet option que le ministre Congolais de l’enseignement Supérieure et Universitaire MUHINDO NZANGI fait du virement vers le système LMD son cheval de bataille pour selon lui former des technocrates en lieu et places des têtes bien pleines.
En attendant l’aboutissement des reformes le jeune intellectuel Congolais chôme par manque de contacts et non pas par manque de connaissance.
